E vorba de un PDF cu scanarea hotararii de consiliu local prin care se aproba bugetul. Datele nu pot fi prelucrate automat -> calitatea datelor (structura) 1 calitatea scanului e destul de proasta, unele tabele cu multe date sunt oarecum ilizibile -> calitate continut 5
